Construction Update - Week of December 5th

For the week of December 5th, weather permitting, the following work is scheduled:

River Road Retaining Wall
  •  ET&L Corporation is replacing the River Road retaining wall. Beginning October 31st the road will be CLOSED from just north of the driveway entry to Highview to the the bridge near the Williamsburg Town line and a DETOUR will be in place. The project is scheduled to be completed in the spring of 2017, and this road section will be closed for the duration of construction.
Pulaski Park Phase 1
  • Mountain View Landscapes has regraded and replaced sod at the rear of the park, and this area will remain fenced off until the ground freezes. Please respect the fence and stay off the newly restored area.
Pulaski Park Phase 2
  • Mass-West Construction will continue construction on Phase 2 of Pulaski Park, the Overlook at the rear of the park that will connect it to the Roundhouse Parking lot. The project is anticipated to be completed in the late spring of 2017.
  • The construction area is fenced, and parking spaces in the lot will be reduced for the duration of the project.
  • There will be no pedestrian access from the parking lot up the stairs near South Street. Pedestrian access from the parking lot to Main Street will be via Crafts Avenue or the stairs behind City Hall for the duration of the project.
  • Construction vehicles will be accessing the site through the parking lot. Motorists and pedestrians are advised to be aware of construction activity and use caution when parking and walking in the lot. 
Glendale Road Landfill - Solar PV
  • Ameresco will continue with the solar PV installation on the landfill. The project is anticipated to be completed by early January. For the duration of the project, there will be an increase in truck traffic on Glendale Road for material and construction equipment delivery to the site.

Closure of Old Springfield Road Bridge

The Department of Public Works will be completing is annual closure of Old Springfield Road bridge today November 23, 2016. There are concrete barriers on either end of the bridge and signs indicating that the bridge has been closed at both ends of Old Springfield Road

 The bridge will remain closed until the spring of 2017 after the spring flood season passes.

UPDATED - Temporary Road Closure on State Street

The Department of Public Works will be temporarily closing  State Street between Bedford Terrace and Trumbull Road on November 17th, 2016.

The road closure on State Street will be from 11:00am until repairs are completed to the damaged sanitary sewer service . The road will reopen open after the  repair is complete and police details will be present.

Motorists are advised to seek alternate routes if possible, and please be prepared for traffic delays. Motorists are advised to approach this work zone with caution.

For the week of October 31st, weather permitting, the following work is scheduled:

The project is scheduled to be completed in the spring of 2017, and this road section will be closed for the duration of construction. 

Pulaski Park Phase 1
  • Mountain View Landscapes will be fencing off the rear area of the park between the stage, deck and play area for regrading and sod replacement. There will be no pedestrian access through the rear of the park this week. Pedestrian access should be reestablished the following week. A reduced area of fencing to protect the new sod will need to remain in place until the ground freezes. Please respect the fenced areas for safety and to protect the new sod.
  • Mountain View will also be completing punch list items at various other locations in the park.
155 Pleasant Street
  • Marion Excavating will be installing new drainage infrastructure in and adjacent to Pleasant Street for this private development project. One way traffic will be maintained, but motorists should seek alternate routes or EXPECT DELAYS.

King Street, Elm Street Kennsington Avenue
  • Tuesday: Palmer Paving will be milling and overlaying short sections of King Street at Trumbull Road and near #114 King Street. Traffic will be maintained, but Trumbull Road will be CLOSED between Gothic Street and King Street.
  • Wednesday: Palmer Paving will be milling and overlaying short sections of Kennsington Avenue near #67 and Elm Street near Bedford Terrace and near Nutting Avenue. 
  • Traffic will be maintained, but motorists should seek alternate routes or EXPECT DELAYS.

Shoulder Closure on Bridge Street

  • Geeleher Construction will be installing a catch basin and drain pipe Tuesday-Thursday.

  • Ameresco will begin mobilizing for the solar PV installation on the landfill. The project is anticipated to be completed by early January. Beginning the week of October 17th, there will be an increase in truck traffic on Glendale Road for material delivery to the project.
155 Pleasant Street (Adjacent to the Bike Path)
  • Demolition of the existing building is scheduled to start this week.

Construction Update - Week of October 3rd

For the week of October 3rd, weather permitting, the following work is scheduled:

Sidewalk Inventory
  •  Five teams of two people each will continue conducting an inventory of all City sidewalks, ramps and curbs. This will include video technology that that uses a wheelchair mounted tablet to collect data. 
155 Pleasant Street (Adjacent to the Bike Path)
  • Tuesday: Marion Excavating will be repairing the new water line connection. One way traffic will be maintained but motorists should expect delays.
Pulaski Park Phase 2
  • Mass-West Construction will be mobilizing to start construction on Phase 2 of Pulaski Park, the Overlook at the rear of the park that will connect it to the Roundhouse Parking lot. The project is anticipated to be completed in the late spring of 2017.
  • The construction area will be fenced, and parking spaces in the lot will be reduced for the duration of the project.

Tree Removals at the Round House Parking Lot

The Department of Public Works will be removing trees and under-story growth from the back of Pulaski Park and the Round House Parking Lot on Saturday September 24, 2016 and Sunday September 25, 2016, 7am to 3pm.

This work needs to be completed during this time frame in order not interfere with pedestrians and vehicles parking in the Round House Lot. The tree removal is part of phase II of the Pulaski Park renovation. The Northwest area of the Round House Lot will have multiple parking spaces blocked off in order to set up a staging area for this project.

Temporary Road Closure of Round Hill Road Extended to September 23, 2016

 The Department of Public Works in conjunction with the Building Commissioner will be extending the closure of Round Hill Road to thru traffic from Elm Street to Bancroft Road starting Friday September 9, 2016 until Friday September 23rd, 2016.

This extension is required in order to continue to safely remove fire debris from the damaged building at 49 Round Hill Road, pending disposition of the structure. The close proximity of the work zone to the road edge is too narrow for passing vehicles while excavators load large dump trucks and dumpsters in and around the roadway.

This section of roadway will be accessible for local residents only, and the contractors who are involved in this operation.  Motorists and pedestrians are advised to be extremely cautious when approaching this work zone.

Public Comment Period on Watershed Assessment

All City Northampton water supply property (except two recently acquired parcels totaling 8 acres) have MA Department of Conservation and Recreation (DCR) approved Forest Stewardship Plans.  Additionally, this property is enrolled in Green Certification through the MA DCR Forest Stewardship Council (FSC) Group Certification.

FSC is a non-governmental, non-profit organization that promotes the responsible management of the world’s forests. Forest certification is a third party auditing system of forest management practices.  The principles and criteria established by FSC promote ecologically beneficial, socially responsible, economically viable forest management practices.

Per FSC policy, DCR is required to complete a High Conservation Value Forest (HCVF) Assessment for all properties enrolled in the MA DCR FSC Group. HCVFs are forest areas that need to be appropriately managed in order to maintain or enhance identified High Conservation Values (HCVs).  HCVs encompass exceptional or critical ecological attributes, ecosystem services, and social functions.  Under certification, areas identified as HCVFs may be harvested, but management activities must maintain or enhance the HCVs present.  As the forest on Northampton water supply property functions as source water protection to the City’s drinking water supply it is considered a HCVF.

Copies of the HCVF Assessments, MA DCR’s Description of the System for Identifying and Maintaining High Conservation Value Forests on Member Properties, and the FSC-US Draft High Conservation Value Forest Assessment Framework can be viewed here.

FSC policy requires that these Assessments and documents be available to the public for review.  Hard copies are available at the Department of Public Works located at 125 Locust Street, Northampton, MA and will be available for review and comment until September 9th.

Temporary Speed Hump Installation on Nonotuck Street

The Department of Public Works will be installing two temporary speed humps on Nonotuck Street near house #165 and house #123. This trial is a part of the City's Traffic Calming program, which aims to improve safety for motorists, pedestrians, and cyclists.

The temporary speed humps are scheduled to be installed between 7am and 3pm on September 7th and 8th, 2016. Nonotuck Street will be reduced to one lane during this installation period. Motorists are advised to pay close attention to the lane closure, and proceed with caution.

The temporary speed humps will be in place for two months while traffic data is collected. They will be removed in early November.

Temporary Closure of the Bike Path between Old South Street Parking Lot and Pleasant Street

The Department of Public Works will be temporarily closing the section of the Bike Path between Pleasant Street and the Old South Street parking Lot on August 31, and September 1, 2016.

The Bike Path will be closed from 7:30am to 3:00pm both days for tree trimming and catch basin maintenance. There will be a detour from the Old South St. parking lot to Hampton Avenue which will then lead to Pleasant Street back to the Bike Path.

The Bike Path will have large vehicles parked on the blacktop which will be in operation and pedestrians and bicyclists are asked to please adhere to the detour. These machines will be trimming trees, chipping brush and vactoring/jetrodding the catch basins along this section of the bike path.
