Week of June 26, 2017 Weather Permitting

For the week of June 26, 2017, weather permitting, the following work is scheduled:
Pleasant Street Improvements Project 
  • JBL will be doing curbing and sidewalk at the bike path, and at the corner of Rte 5 and Hockanum.  JBL will be patching various areas of sidewalk that was missing due to manhole covers.
  • The City has contracted with JBL Construction Company of Springfield, MA to implement roadway, bicycle and pedestrian improvements on Pleasant Street from Hampton Avenue to Hockanum Road.
Pleasant and Williams Street and Hockanum Road Gas Work
  • Columbia Gas is replacing gas main and services along these routes. Work will continue through the spring and summer.
Day Avenue/North Maple/North Farms
  • Caracas Construction expects to connect sewer service along the street to the new sewer.  Day Avenue will be CLOSED in the vicinity of construction.  There will be no through traffic.  Access for residents will be maintained.
  • The reconstruction of Day Avenue work includes replacing water, sewer and drain lines, reclaiming the roadway and replacing the sidewalk.    
Audubon Road
  •   Borges Construction expects to continue installation of the new water main on Audubon Road.  The road will be CLOSED TO THROUGH TRAFFIC during the day for construction.  Local access for residents will be maintained.  Emergency vehicles and school buses will be allowed to pass through the site.  The road will be re-opened at night for all vehicles.  A DETOUR will be in place to route traffic around the site. 
  • The work on this road includes replacing water and drain lines and a box culvert followed by reclaiming and repaving of the roadway from the center of Leeds to near house #200.  The roadway will be CLOSED to through traffic during culvert replacement and as needed for water main installation. Access for residents will be maintained.
Pulaski Park Phase 1
  • Mountain View Landscapes has regraded and replaced sod at the rear of the park, and the area is fenced off. Please respect the fence and stay off the restored area.
Pulaski Park Phase 2
  • Mass-West Construction will continue construction on Phase 2 of Pulaski Park, the Overlook at the rear of the park that will connect it to the Roundhouse Parking lot. The project is anticipated to be completed in the late spring of 2017.
  • The construction area is fenced, and parking spaces in the lot will be reduced for the duration of the project.
  • There is no pedestrian access from the parking lot up the stairs near South Street. Pedestrian access from the parking lot to Main Street is via Crafts Avenue or the stairs behind City Hall.
  • Construction vehicles will be accessing the site through the parking lot. Motorists and pedestrians are advised to be aware of construction activity and use caution when parking and walking in the lot.

Alternating Lane Closure on Nonotuck Street


The Department of Public Works will have alternating lane closures on Nonotuck Street between Landy Avenue and Baker Hill Road on June 22, 2017.

The lane closure on Nonotuck Street will be from 7:30 am to 3:00 pm for the installation of permanent speed humps. The road will have one lane open at all times during this project, and police details will be present.

Motorists are advised to seek alternate routes if possible, and please be prepared for traffic delays. Motorists are advised to approach this work zone with caution.

  • The reconstruction of Day Avenue work includes replacing water, sewer and drain lines, reclaiming the roadway and replacing the sidewalk.

  •   Borges Construction plans to continue working on the drainage installation.  They will start with the catch basin work at 94 Audubon Road and work back toward the intersection of River Road, Reservoir Road, and Audubon Road.  One-way traffic will generally be maintained, but motorists are encouraged to seek alternate routes or expect delays in the vicinity of construction.

Beginning October 31st the road will be CLOSED from just north of the driveway entry to Highview to the the bridge near the Williamsburg Town line and a DETOUR will be in place. The project is scheduled to be completed in late May 2017. The roadway will reopen by noon May 24, 2017.

Temporary Road Closure on Washington Avenue


Washington Avenue between Elm Street and Dryad's Green will be temporarily closed to thru traffic on Wednesday May 17th, 2017.

Construction updates week of May 15



For the week of May 15, weather permitting, the following work is scheduled:

Bridge Street at Hawley Street
 
  • Bartlett Consolidated will be replacing the signal mast arm at this intersection.  One way traffic will be maintained but motorists should expect delays on Wednesday, May 17, 2017.

Pleasant Street Improvements Project
  • The City has contracted with JBL Construction Company of Springfield, MA to implement roadway, bicycle and pedestrian improvements on Pleasant Street from Hampton Avenue to Hockanum Road
  • JBL will continue installing curbing and drainage between Hockanum Road and Holyoke Street.
Pleasant and Williams Street and Hockanum Road Gas Work
  • Columbia Gas is replacing gas main and services along these routes. Work will continue through the spring and summer.
Day Avenue
  • Caracas Construction will continue preparations for the temporary water system.  Beginning Mid-week, the week of May 8th, they are planning to begin construction of the drain.  This will require Day Avenue to CLOSED in the vicinity of #50 and #51 Day Avenue.  There will be no traffic.  Access for residents will be maintained. 
  • The reconstruction of Day Avenue work includes replacing water, sewer and drain lines, reclaiming the roadway and replacing the sidewalk.   
River Road Retaining Wall
  •  ET&L Corporation is replacing the River Road retaining wall. Beginning October 31st the road will be CLOSED from just north of the driveway entry to Highview to the the bridge near the Williamsburg Town line and a DETOUR will be in place. The project is scheduled to be completed in late May 2017, and the roadway will reopen by June 1st.

CITY IMPLEMENTS A WATER USE RESTRICTION



Effective immediately, the City of Northampton Department of Public Works (DPW) is implementing a water use restriction for users of the Northampton Public Water Supply. The City’s water supply system is regulated by the Massachusetts Department of Environmental Protection (DEP).  DEP requires that water restrictions be implemented when stream-flow in the Mill River drops below a certain quantity of flow (26.3 cubic feet per second) for a consecutive 3-day period OR when the Massachusetts Drought Task Force declares drought conditions at a drought advisory level or higher. At this time, the Massachusetts Drought Task Force has declared a drought advisory level for the Connecticut River Valley region. This declaration requires that water restrictions be implemented limiting non-essential water use to ensure a sustainable water supply and to protect stream flow for aquatic life. 

An immediate ban on nonessential outdoor water use is required.  The water uses banned include:
  • Irrigation of lawns and watering of gardens, flowers, and ornamental plants by means of sprinklers or other automatic means;
o   Irrigation by means of a handheld hose is permissible, but only before 9AM and after 5PM.
  • Washing of vehicles, other than by commercial car wash;
  • Washing of exterior building surfaces, parking lots, driveways or sidewalks;
o   Except as needed to apply paint, preservatives, stucco, pavement or cement.

The Drought Task Force will meet on Tuesday, May 9, 2017, to reevaluate the drought conditions in Massachusetts. The water restriction can be lifted when the stream flow rises for 7 consecutive days OR when the DEP Drought Task Force declares the Connecticut River Valley region’s drought status at a normal level.  The City will notify the public when and/or if the water restriction is lifted. Any person found violating these water restrictions is subject to the fines established in Chapter 325 and Chapter 40 of the City Ordinances.  These fines are $100 for the first violation and $200 for the second and subsequent violations.
