For the week of July 31, 2017, weather permitting, the following work is scheduled:


Ryan Road
  • Palmer Paving will be adjusting manhole and catch basin structures and patching sections of Ryan Road between Florence Road and Burts Pit Road.
Pleasant Street Improvements Project  
  •   For the week of July 31, 2017 - August 4, 2017, we will be finishing loam and brick, installing signs, starting the new sections of sidewalk that was added.  Also, the imprinting is to be done on Wednesday and Thursday, August 2 and 3.
  • Construction on Pleasant Street includes roadway, bicycle and pedestrian improvements from Hampton Avenue to Hockanum Road.

Pleasant and Williams Street and Hockanum Road Gas Work

  • Columbia Gas is replacing gas main and services along these routes. Work will continue through the summer. 
Day Avenue Ave/North Maple/North Farms:
  •  Caracas Construction will continue installation of new water services.  Once all services are installed and connected to the new water main, the temporary water main and services will be shut down and removed.  Day Avenue will be CLOSED in the vicinity of construction.  There will be no through traffic.  Access for residents will be maintained. 
  • Caracas Construction expects to begin mobilization for water main installation on North Maple Street and North Farms Road.  Installation of construction signage and erosion/sedimentation control measures is expected later in the week.  Construction is expected to begin during the week of August 7th. 
  •  The reconstruction of Day Avenue work includes replacing water, sewer and drain lines, reclaiming the roadway and replacing the sidewalk.

Audubon Road 
  •  Columbia Gas is expected to install new gas main in the vicinity of the culvert on Audubon Road.  The road may be closed to through traffic during the day for construction.  Local access for residents is expected to be maintained.  The road will be reopened at night for all vehicles.
  • The work on this road includes replacing water and drain lines and a box culvert followed by reclaiming and repaving of the roadway from the center of Leeds to near house #200.

City of Northampton Water Use Restriction



CITY OF NORTHAMPTON IMPLEMENTS A WATER USE RESTRICTION
July 24, 2017

Effective immediately, the City of Northampton Department of Public Works (DPW) is implementing a water use restriction for users of the Northampton Public Water Supply. The City’s water supply system is regulated by the Massachusetts Department of Environmental Protection (DEP).  DEP requires that water restrictions be implemented when stream-flow in the Mill River drops below a certain quantity of flow (26.3 cubic feet per second) for a consecutive 3-day period or when the Massachusetts Drought Task Force declares drought conditions at a drought advisory level or higher. At this time, the stream flow in the Mill River has dropped below 26.3 cubic feet per second for a consecutive 3-day period. This requires that water restrictions be implemented limiting non-essential water use to ensure a sustainable water supply and to protect stream flow for aquatic life. 

An immediate ban on nonessential outdoor water use is required.  The water uses banned include:

·         Irrigation of lawns and watering of gardens, flowers, and ornamental plants by means of sprinklers or other mechanical means;
o   Irrigation by means of a handheld hose is permissible, but only before 9AM and after 5PM.
·         Washing of vehicles, other than by commercial car wash;
·         Washing of exterior building surfaces, parking lots, driveways or sidewalks;
o   Except as needed to apply paint, preservatives, stucco, pavement or cement.


The water restriction can be lifted when the stream flow rises above 26.3 cubic feet per second for 7 consecutive days.  The City will notify the public when and/or if the water restriction is lifted. Please visit the DPW website at www.northamptonma.gov/dpw for water conservation tips.

Any person found violating these water restrictions is subject to the fines established in Chapter 325 and Chapter 40 of the City Ordinances.  These fines are $100 for the first violation and $200 for the second and subsequent violations.

Week of July 24, 2017


For the week of July 24, 2017, weather permitting, the following work is scheduled:


Ryan Road
  • Palmer Paving will be adjusting manhole and catch basin structures and patching sections of Ryan Road between Florence Road and Burts Pit Road.  
Pleasant Street Improvements Project 

  • For the week of July 24, JBL Construction will be doing the bioretention area at Hockanum Road; finishing the driveways on Pleasant Street; and will be starting the revised bike path ramp.
  • Construction on Pleasant Street includes roadway, bicycle and pedestrian improvements from Hampton Avenue to Hockanum Road.

Pleasant and Williams Street and Hockanum Road Gas Work

  • Columbia Gas is replacing gas main and services along these routes. Work will continue through the summer.

Day Avenue
  • For the week of July 24, Caracas Construction flush the new watermain for sampling on Monday.  They anticipate that they will begin installation of the water services starting mid-week.  Video inspection of the new sewer main may also occur early in the week.  Day Avenue will be CLOSED TO THROUGH TRAFFIC during the day for construction. Local access for residents will be maintained.
  • The reconstruction of Day Avenue work includes replacing water, sewer and drain lines, reclaiming the roadway and replacing the sidewalk.    

Audubon Road 
  •  For the week of July 24, there are no construction activities scheduled. 
  • The work on this road includes replacing water and drain lines and a box culvert followed by reclaiming and repaving of the roadway from the center of Leeds to near house #200.

Pulaski Park Phase 2

  •  Mass West will substantially complete Phase 2 of Pulaski Park this week, and the fence will be removed on Friday. An opening ceremony is scheduled for 1 pm.

Temporary Lane Shift on Crafts Avenue

Crafts Avenue between Main Street and Old South Street will have temporary lane shift and sidewalk closure on Wednesday July 19th, 2017.

The temporary lane shift and sidewalk closure on Crafts Avenue will be from 7:30am until 3:00pm to complete an emergency repairs to a sinkhole in front of Pizza Paradiso.

Crafts Avenue will have its travel shifted into the area normally reserved for parked cars, there will be no parking allowed until the work is complete.

Vehicle and pedestrian traffic will return to normal after the work is complete, and motorists are advised to seek alternate routes if possible.

Motorists are advised to approach this work zone with caution, and be prepared for traffic delays.

  • For the week of July 17, JBL Construction will be constructing concrete and brick sidewalk on Pleasant Street and on King Street in front of the Calvin Theater.   
  • Construction on Pleasant Street includes roadway, bicycle and pedestrian improvements from Hampton Avenue to Hockanum Road.
Pleasant and Williams Street and Hockanum Road Gas Work
  • Columbia Gas is replacing gas main and services along these routes. Work will continue through the summer.

  • The work on this road includes replacing water and drain lines and a box culvert followed by reclaiming and repaving of the roadway from the center of Leeds to near house #200.  The roadway will be CLOSED to through traffic during culvert replacement and as needed for water main installation. Access for residents will be maintained.
Pulaski Park Phase 2

Temporary Road Closure on Pomeroy Terrace

Pomeroy Terrace between Bridge Street and Phillips Place will be temporarily closed to thru traffic on Friday July 14th, 2017.

Phillips Place will also be impacted by this temporary closure.

Tractor trailers using the escape route to avoid the Main Street underpass will not be able use Phillips Place during the duration of the temporary road closure.

The temporary road closure on Pomeroy Terrace will be from 8:30am until 3:00pm to complete an emergency tree removal.

The road will reopen open after the work is complete, and motorists are advised to seek alternate routes if possible.

Motorists are advised to approach this work zone with caution, and be prepared for traffic delays.

  • The construction area is fenced, and parking spaces in the lot will be reduced for the duration of the project.
  • There is no pedestrian access from the parking lot up the stairs near South Street. Pedestrian access from the parking lot to Main Street is via Crafts Avenue or the stairs behind City Hall.

For the week of July 10, 2017, weather permitting, the following work is scheduled:
Pleasant Street Improvements Project 
  •  For the Week of July 10, 2017 - July 14, 2017,  JBL Construction will be milling and paving the imprinted thermoplastic pavement.
  • The City has contracted with JBL Construction Company of Springfield, MA to implement roadway, bicycle and pedestrian improvements on Pleasant Street from Hampton Avenue to Hockanum Road.
Pleasant and Williams Street and Hockanum Road Gas Work
  • Columbia Gas is replacing gas main and services along these routes. Work will continue through the spring and summer.
Day Avenue/North Maple/North Farms
  • For the week of July 10, Caracas Construction expects to continue water main installation.  Day Ave. will be CLOSED in the vicinity of construction.  There will be no through traffic.  Access for residents will be maintained.
