Prescription Drug Take Back Day

Update on Northampton Water Testing

Northampton Water Customers:

A single count of enterococcus bacteria was found at a secondary source (Well #2) on Thursday, December 22nd. The well was immediately taken off-line. Five confirmation water samples were taken and analyzed on December 23rd.

These laboratory tests indicated negative results, indicating no enterococcus contamination of Well #2.

The USEPA requires public water systems to alert the public whenever testing indicates the possible presence of enterococcus. Enterococcus is a microbe whose presence in a source indicates it may be contaminated with human or animal wastes. It poses a particular concern for people with weakened immune systems.

Throughout the public notification period, the Northampton Water Department provided all water customers with sufficiently chlorinated, safe drinking water from the Mountain St. Water Filtration Plant. Well #2 will remain off-line until January 2012 until further evaluations can be conducted.

Recycling for Happier Holidays

The residential recycling centers (Glendale Rd & Locust St) will be open a half-day (7am-noon) on Saturday, December 24th (7am-noon) and Saturday, December 31st (7am-noon). All other hours will remain unchanged.

Please remember to include the following items in your paper recycling mix:

greeting cards (except those with foil, metallic inks, or glitter)
gift wrap and gift bags (without ribbons or bows)

Holiday Toy Exchange on Dec 9th &10th

The Northampton Department of Public Works is sponsoring a swap event for toys and kid’s sporting equipment on Saturday, December 10th from 9-noon in the Smith Vocational High School cafeteria.

Members of the DPW's ReUse Committee and the High School’s Environmental Club will be accepting clean, gently used toys and sporting equipment on Friday, December 9th from 5pm-8pm, as well as on Saturday, December 10th from 8am-9am. Items that will not be accepted include anything that is dirty, broken, ragged or missing pieces, and baby gear such as cribs, car seats, strollers and play-yards. The entrance to the cafeteria at Smith Voc is at the back of the main academic building at 80 Locust Street.

Toy donors will have first choice of free merchandise from 9am-10am on Saturday, December 10th. The doors will open to the public from 10am-noon. Any unclaimed toys will be donated to local preschools and charities.

The ReUse Committee urges participants to make prior arrangements for childcare, because this event is intended for adults only. In addition, shoppers should plan on bringing reusable bags to collect their goods, because this will be a zero-waste event. Landfill Extends Hours for Brush Recycling

On Saturday November 12th, the City’s composting area will be open at 170 Glendale Road for Northampton residents from 8:00am-3:00pm, with easy access through the back gate. Proof of residency will be required. Brush and clean wood waste must be less than four feet in length and less than 6 inches in diameter, and must be kept separate from other yard wastes. Leaves will be accepted loose or in brown paper leaf bags. Plastic bags and stumps will not be accepted.

Residential brush and yard waste can delivered for free to the Landfill transfer station at 170 Glendale Road Monday-Friday from 7:00am-2:30pm and Saturday from 7:00am-11:30am year-round. Commercial yard and leaf waste can be delivered to the Northampton Landfill for $25 per ton on weekdays only. A valid vehicle permit or daypass is required for access to the landfill facility. Residential day passes normally cost $5.00, but will be available at no cost for yard waste and brush until November 18th at the Department of Public Works, 125 Locust Street, Monday-Friday from 8:30am to 4:00pm.

TREATED WINTER SAND AVAILABLE

The Department of Public Works (DPW) has treated winter sand available to City residents at its complex located at 125 Locust Street. The sand is mixed with salt coated with an organic de-icer. There is a limit of two (2) five gallon pails per citizen per visit. This is not for use by contractors.

Recycle Electronics, Textiles and Paper Shredding

The Northampton Department of Public Works is sponsoring a recycling event on Saturday October 15th from 9-noon, in cooperation with the Salvation Army, Pro-Shred and the JFK Middle School PTO.

Free Textile Recycling: The Salvation Army will be on hand to accept old textiles that that are generally unsuitable for reuse or resale by charities and thrift shops. These materials (old or damaged clothing, sweaters, bedding, socks, towels, curtains, yard goods, etc.) should be sorted, bagged and delivered separately from quality clothing & shoe donations, which will also be accepted. Special “rag tags” will be available at the event for recycling these materials on an ongoing basis. All materials must be clean and dry: no wet/moldy/mildewed fabric will be accepted.

Free Paper Shredding: ProShred will be available to safely recycle paper that contains confidential and personal information such as cancelled checks, credit card/bank statements, medical records, legal papers and income tax files. Participants can bring up to two recycling bins of papers to be shredded on site at no cost.

Electronics Recycling: Anything with a plug will be recycled for a fee to benefit the JFK Middle School PTO, with the exception of appliances containing Freon (refrigerators, freezers, dehumidifiers and air conditioners). NOTICE FOR CLOSURE OF RIVER ROAD

This notice is to announce that the “Official Closure of River Road to Thru Traffic” is scheduled for Tuesday, October 11, 2011 after the Columbus Day weekend. At the time of closure, a road detour will be instituted around the project site with appropriate signage that will encourage travelers to use Route 9 instead of River Road.

This project is being managed and executed by the Massachusetts Department of Transportation (Mass DOT Project File #603729) and is listed as the, “Reconstruction of River Road Bridge (N-19-029) over Mill River Project”. The Contractor for this project will be MAS Building & Bridge, Inc. from Franklin, MA. The scope of the project includes replacing the existing two span concrete arch bridge with a single span pre-stressed concrete beam bridge on the same general alignment.

This closure is expected to last for approximately 13 months until November 5, 2012 (project deadline) or possibly earlier if the work is completed ahead of schedule. Remember to check this DPW blog periodically for important milestone dates as the project progresses.

City Pavement Marking

The Department of Public Works will begin pavement marking on Tuesday morning September 20th. Work will be done between the hours of 7 a.m. and 3 p.m. All streets that have yellow center and white shoulder lines will be marked. In addition there will be marking performed on some heavily traveled streets between 11 pm. to 7 a.m.

Please use caution and do not cross the lines until the orange cones are removed otherwise wet paint may inadvertently be splatted on your vehicle.

Reuse Rally

The DPW is sponsoring a reuse event on Saturday September 17th from 9-noon at the Smith Vocational High School (80 Locust Street), in cooperation with the City’s ReUse Committee, the Salvation Army, the Pedal People and Bikes Not Bombs.

Members of the DPW’s ReUse Committee will be accepting bulky, rigid plastic items for reuse and recycling, like plastic crates, barrels, buckets, lawn furniture, plant pots, kid’s climbing structures and fake flamingos. Residents and small businesses are encouraged to come and take away whatever they can use for free.

The Salvation Army will be on hand to accept textiles, targeting clean and dry materials that are generally unsuitable for reuse or resale by charities or thrift shops. Special tags will be distributed at the event that can be used on an ongoing basis for this purpose. Click here for detailed information.

Boston-based Bikes Not Bombs and Pedal People will accept donations of all types and sizes of bicycles and parts for reuse (not rusty), as well as wheelchairs and other supplies. Water Use Restriction Lifted

Effective immediately the City of Northampton Department of Public Works (DPW) is ending the water use restriction for users of the Northampton Public Water Supply. The City’s water supply system is regulated by the Massachusetts Department of Environmental Protection (DEP).

DEP requires that a water restriction be implemented when stream-flow in the Mill River drops below a certain quantity of flow (26.3 cubic feet per second) for a 3-day period during the months of May through September. As of 9/6/2011 the Mill River flow and the City water supply has returned to normal levels and the restriction has been lifted.

The City appreciates the efforts water users have made to comply with the ban on non-essential water use. We would like to extend our thanks to all that helped conserve our most precious resource.

Conz St Paving on for Tuesday August 30

The Final or top coat of pavement will be placed beginning at 7:00 AM and there will be significant delays for motorists and/or road closures and detours as necessary.

Conz Street is scheduled for line painting on Wednesday night, August 30 at 9:00 PM. Please avoid Conz Street at this time as well.

Seeking applicants ReUse Committee

In April 2011, Northampton’s Solid Waste Reduction and Management Task Force presented recommendations to the Board of Public Works (BPW) in anticipation of the regional landfill closure in mid-2012. Promoting reuse was at the top of their list as a means to reduce waste. The Task Force urged the BPW to "explore a sustainable plan to establish and operate a reuse center and/or resource recovery park...and appoint a task force to create volunteer-run reuse programs until a more permanent center/park can be identified and established."

The BPW is now seeking applicants for a "ReUse Committee", an ad hoc task force which will evaluate opportunities for the establishment of a permanent reuse facility, as well as sponsor periodic events, develop partnerships with existing reuse organizations and engage in other reuse initiatives. New Trash Bag System Update

Effective August 1st, bag stickers will no longer be sold at the City’s residential transfer stations (located at 125 Locust Street Northampton and 170 Glendale Road Florence). Instead, residents can obtain official medium and large blue trash bags at 14 local stores. In addition, official mini-bags can be purchased through the Department of Public Works and the Mayor’s office (Monday-Friday 8:30-4:00).

After September 1st 2011, household trash will have to be placed in the City’s blue bags to be accepted for disposal. Residents should try to use up their bag stickers prior to this date. After 9/1/11, bag stickers will be accepted for bulky waste disposal at the Northampton landfill or redeemed for official trash bags
at the Department of Public Works (DPW).

Disposal costs will not change. Throwing away a small bag of household trash will still cost $.50, a medium bag (kitchen size) will still cost $1.00 and a large bag (barrel size) will still cost $2.00. These bags will be sold in packages for $10.00 each (20 small bags, 10 medium bags, or 5 large bags per package).

2011-2012 vehicle permits are now available from transfer station Attendants and at the DPW office. The cost will remain at $25.00 for residents and $5.00 for seniors (62 years or older).

Commuter Delays on Route 9

The Department of Public Works will be removing the existing mural on the railroad trestle at the intersection of Hawley, Main and Market Streets on Monday, August 1, 2011 from 7:00 a.m. until finished. This work being performed is for a new mural to be installed in the near future. Street parking in this vicinity will be absent and Police Officers will be present to assist the movement of traffic. Please expect delays and seek alternate routes.

Get Ready...Paving operations are scheduled to commence on Conz Street next week!!

Gomes Construction has been very busy this week reclaiming the existing pavement and getting the subgrade elevations ready for the next phase of work.

A 2.5-inch thick base course is scheduled to be applied on Conz Street Tuesday, July 19, 2011 (weather permitting). This operation is expected to take the whole day to complete and there will be many trucks delivering pavement.

One-lane of traffic will be allowed throughout the paving work to access businesses and homes. Please seek alternate routes (if possible) to lessen traffic and help the project run more efficiently.

Setback for City’s Trash Bag Program

The transition from trash bag stickers to unit-based trash bags in Northampton will be delayed until August 1st due to issues with bag quality and performance. The Department of Public Works (DPW) is in the process of recalling the large-size trash bags from the ten retailers that are currently selling them to residents on behalf of the City.

According to Karen Bouquillon, the City’s Waste Management Supervisor, “Three sizes of blue bags were ordered for the program, but the small and large size bags did not meet the City’s specifications. The DPW apologizes for the inconvenience and confusion that this recall may cause, and appreciates the public’s patience as the bag quality issue is resolved.”

Ms. Bouquillon stated that the small bags were ripping at the side seams, and the large bags were tearing away from the drawstring. Residents who have already purchased these defective bags may return them to the DPW office for an equal exchange of bag stickers or medium blue bags. The DPW office is open from 8:30-4:30 Monday through Friday, and is located at 125 Locust Street.

Bag stickers will continue to be sold at both of the City’s transfer stations until August 1st, when the large bag replacements will be in stock at participating retailers. The medium-size trash bags can currently be obtained at Big Y, Cooper’s Corner, Cornucopia, Cumberland Farms (two locations), Jim’s Variety, Sam’s Food Store, Serio’s, State Street Grocery, Stop and Shop, and Walgreens Pharmacy. The small bags have been reordered and will be available at the DPW office and at the Mayor’s office by Thursday, June 30.

UPDATE: Conz Street Construction 2011

New concrete sidewalks continue to get installed on both sides of Conz Street in Northampton, MA every day! Water service boxes and water hydrant gate boxes will get replaced as the sidewalks get constructed. Two insertion valves for the water pipe are scheduled for installation in the center of the street near Wright Avenue this Wednesday (June 29, 2011), which will cause more traffic delays.

PAVEMENT RECLAIMING IS SCHEDULED FOR JULY 11th (Monday)...weather permitting. This is going to be a big day: a reclaiming machine will grind the top eight(8) inches of pavement & gravel, some material will be hauled away, and a grader will fix the slopes on the surface for proper drainage.

One lane of traffic is open at all times but traffic delays are still expected. Pedestrian and vehicle traffic are encouraged to seek alternate routes during the construction work.

Conz Street Construction 2011

Conz Street construction is scheduled to begin on June 6, 2011 between Pleasant Street(Route 5) and Old South Street. The scope of work includes the installation of five feet wide cement concrete sidewalks (both sides), granite curbing, pavement reclamation, new bituminous concrete roadway, drainage improvements and thermoplastic pavement markings. The initial work will involve installing traffic warning signs, sidewalk construction at the southwesterly end of Conz Street(near Pleasant Street), drainage improvements, installation of granite curbing and two insertion valves for the water pipe.

There will be one lane open at all times for local traffic during the construction season (June through October 2011). All other traffic is encouraged to seek alternate routes during this project.

Free Water Conservation Kits Available

The “I Save Water”™ Kits, manufactured by Niagara Conservation, are available for pick-up Monday through Friday between the hours of 8:30 AM and 4:00 PM at the DPW's office building located at 125 Locust Street.

Bradford Street Road Closure

Bradford Street from the Norwottuck Rail Trail north (at Woodmont Road) to Bradford Street South will be closed to all forms of traffic (vehicles, pedestrian and cyclists) on Monday May 23, 2011 8:00 a.m. until November 30, 2011 for the reconstruction of the Bradford Street Sewer Pump Station. This $2,000,000 project is an important part of the City's infrastructure. The Department of Public Works apologizes for any inconvenience(s) caused by this.

This presentation is the product of a year long study that researched wind, solar and biofuels on the landfill as it is scheduled to close in mid-2012. Street Sweeping Begins

Annual Water Flushing Program

The Northampton Department of Public Works, through the Water Division, will begin its annual systematic water main flushing program on April 19, 2011. Crews will be going out Monday through Friday 3:00 P.M. to 11:00 P.M. for approximately 4 weeks. The flushing will begin in the Ward 7 Leeds area and proceed through Florence and Bay State, continuing to downtown Northampton and Ward 3. Water customers may temporarily experience low water pressure or discolored water during this service.

Water Line Repair Advertisement

Anticipate Spring Flooding

The DPW has installed a new, automated height gauge on the Connecticut River. People who live or work in low-lying areas of Northampton can now monitor the current river height in real-time and see National Weather Service flood crest predictions by visiting our website:

When the Connecticut River rises to 112 ft it begins to flood the Oxbow and Meadows. Once flooded, areas may remain under water for many days and then be impassable for weeks afterward.

Watershed Land Grant Awarded

The Northampton Department of Public Works (DPW) was awarded a $302,195 grant to protect critical watershed land at the Mountain Street Reservoir. This competitive grant was awarded on December 16, 2010 by the Department of Environmental Protection. The purpose of the grant was to assist the DPW in a land purchase to protect drinking water supply from development.

Water Conservation Grant Awarded

On December 8, 2010, the Department of Public Works (DPW) was
awarded a Department of Environmental Protection water conservation
grant in the amount of $54,000.  This grant will be used to purchase
and install 65 low flow toilets in public buildings.  It is estimated that
the low flow toilets will result in a cumulative water savings of about
688,000 gallons per year.  In addition, the grant will pay for the
completion of a water system audit.  The goals of the water audit
are to assess the amount of unaccounted for water; determine
explanations for the difference between the amount of water pumped
into the system and the amount of metered water sold; identification
of sources of lost water and to make recommendations for overall
system improvements.  This important grant will support the  DPW's
continuing efforts to conserve the City water resources and to use
these water resources efficiently and wisely.

Treated Winter Sand Available

The Department of Public Works (DPW) has treated winter sand available to City residents at its complex located at 125 Locust Street. The sand is mixed with salt coated with an organic de-icer. There is a limit to two (2) five gallon pails per citizen per visit. This is not for use by contractors.

Food Waste Collection Expands

The Department of Public Works (DPW) has added a system for collecting vegetable oil to its existing food waste collection program at the Locust Street Recycling Center. Residents can deliver cooking oil in their original containers or in clearly marked clear plastic bottles to the middle bay of the recycling shed at no cost. Residents and businesses are reminded that they shouldn’t pour oil down the drain or put greasy liquids in their trash. For more information about how to participate in the food waste collection program, call 587-1059.

The DPW is also accepting pumpkins leftover from Halloween for composting until November 15th. For residents with vehicle permits that provide access to the City’s two recycling centers, they can drop off their jack-o-lanterns for free. At the DPW recycling facility, a specially marked container is stationed near the trash compactor. At the landfill drop-off site, residents with vehicle permits can deposit their pumpkins directly into the leaf pile.

Residents without a vehicle permit have the option of parking in front of the DPW office and walking over to the Recycling Center with their vegetable oil and pumpkins during regular operating hours.

Connecticut River Valley Drought Advisory

The Massachusetts Drought Management Task Force has found conditions warranting a Drought Advisory in three of the Commonwealth's six water resources management regions. The Advisory covers the Northeast, Connecticut River, and Central Regions of Massachusetts, and calls for state, regional and local water officials to be vigilant, especially concerning fire danger and water supply for firefighting.

Since the City of Northampton is already under a water restriction no additional steps are necessary at this time. The Board of Public Works has extended the current restriction last month until the end of November and may have to extend the restriction again based on the drought advisory.

DPW Complex Design - Informational Meeting

Free Paper Shredding

Special Drug Collection

The Northampton Police Department and the Department of Public Works will hold a free regional collection for unwanted medications on Saturday, September 25th from 10:00am to 1:00pm at the Jackson Street Elementary School at 120 Jackson Street in Northampton. Other local collection sites can be found at www.dea.gov.

No preregistration is required for Pioneer Valley residents, the program is anonymous, and all materials collected will be disposed of safely. All solid prescription and over-the-counter medications (i.e. pills, tablets or capsules) will be accepted, with no limit on volume. No lotions, liquids, needles, medical wastes, thermometers, illegal substances (e.g., marijuana or methamphetamines) or medications from commercial sources will be accepted.

On September 22, 2010 (Wednesday), the MassDOT Roundabout Project located on North Main Street (Route 9) and Bridge Road at the entrance to Look Park will receive the final pavement course. In order to avoid substantial delays over several days, the intersection will be closed to all traffic for one day while this work is performed.

There will be truck detours in Haydenville and Florence centers, while smaller vehicles will be directed by Police Officers to other alternate routes. Please remember to account for the extra travel time (approximatelty 10 more minutes) to your destination.

The VAMC and Look Restaurant will be open and access to Look Park will be through the Sunoco Gas Station for this day.

Former BPW Chairman to Recieve Engineering Award

Former Board of Public Works Chairman David Reckhow, Ph.D. will receive the 2010 Lester Gaynor Award at the Boston Society of Civil Engineers awards dinner on September 16. This award is "presented to a BSCES member or registered Professional Engineer for his or her part-time elected or appointed service as a city of town official, whose reimbursement for service has not been more than an honorarium."

In 1994, Dr. Reckhow was appointed by Mayor Mary Ford to be a member of the BPW. He resigned from the BPW in March 2009. As a member, and then chairman of the BPW, Dr. Reckhow volunteered his engineering expertise on all policy and contractual matters relating to water and wastewater systems, solid waste management, streets, park and cemeteries and other public works operations. He was the BPW appointed member to the City’s Transportation and Parking Committee and was also an important contributor to the Bicycle-Pedestrian subcommittee that meets to address issues in these transportation areas. His engineering contributions to the City were made while also being a professor at the University of Massachusetts-Amherst where he is a renown international expert in water supply treatment processes.

The BSCE was established in 1848 and is the oldest engineering society in the United States and supports more than 2,500 members throughout Massachusetts. The mission of the BSCE is to excel in its technical programs, enhance the professional growth of its members, advance engineering knowledge, and work to improve standards of practice.

Landfill Capping Work Scheduled

The Northampton Department of Public Works (DPW) will begin construction on an important landfill closure project during the third or fourth week of July. The project involves capping approximately 2.5 acres of the approximately 9 acres remaining to be capped. The work includes final grading of the area, connecting the new cap to the existing cap and liner, installation of new gas collection wells and gas collection piping, stormwater management improvements and access road construction. Construction activities will be underway Monday through Friday from 7 am to 5 pm until the work is complete in October.

These construction activities may result in a temporary increase in off-site odors. The DPW will work with the contractor and engineer to ensure that these disturbances are minimized. In general, the project provides the environmental benefits of reducing leachate generation, confinement and collection of landfill gas, and stormwater control. Your patience and understanding during this important construction project is appreciated.

New Yellow Trash Bag Stickers

The DPW has been using up its $1 trash bag sticker inventory since February 1st when trash disposal costs doubled for residents using the City’s two drop-off centers. The $1 green trash bag stickers will not expire and residents can continue to use them for all of their disposal needs.

Starting on Saturday, July 10th , attendants at the Glendale Road Recycling Center and the Locust Street Recycling Center will start selling $2 yellow bag stickers. The new stickers are perforated to allow residents to use one-quarter of the sticker for a small bag (e.g., a shopping bag), half a sticker on a medium bag (e.g., a tall kitchen bag), or a full sticker on a large bag (e.g., a trash can liner).

Landfill Quantitative Air Risk Assessment

The Northampton Department of Public Works has completed a Quantitative Air Risk Assessment as requested by the Department of Environmental Protection. This Assessment also incorporated comments received from the Massachusetts Department of Public Health.

The Summary of Findings state "There are no unacceptable risks from ambient air identified at any of the residential receptor locations. The results include conservative risk assumptions about exposure and include the total of all constituents found, which incorporates background. Thus the Risk Characterization finds no unacceptable inhalation risks or hazards to the local population."

Roundabout Intersection - Phase II Progress

The intersection of Bridge Road connecting to North Main Street (Route 9) will be moving southerly (toward Florence Center) about 75 yards around the beginning of July. Traffic will be redirected onto a newly paved section of Bridge Road in order to promote progress for the next phase of construction. Utility work is progressing as wires get repositioned onto the new poles on both streets over the next three weeks. Please use caution as traffic will be directed to use portions of Route 9 and Bridge Road where pavement has been reclaimed over the next six months.

Unlimited Road Budget

The DPW has used its pavement management software to project City road maintenance and repairs based on an unlimited budget ($25 million would do). Calculations are based on 2006-2009 condition surveys and 2010 work is not included.

UPDATE: Jackson Street Paving Project

Weather permitting, paving operations on Jackson Street have been rescheduled to begin on June 22, 2010 (Tuesday). It has been decided to delay construction until after school has been dismissed for the summer to help lessen traffic congestion and delays. Residential Food Waste Composting

Starting June 14th, the Northampton Department of Public Works will implement a free food waste collection program at the Locust Street Recycling Center. This trial will assess the level of interest in diverting organic wastes from the residential waste stream by measuring participation and generation rates. The program will be provided to residents at no cost and will run for at least a year…and perhaps longer.

More than 100 households have already signed up for the program, which officially begins on Monday June 14. Three more registration sessions have been scheduled from 5-7pm on the following dates at the DPW office [125 Locust Street, Northampton]

Additional drop-in registrations may be scheduled at a later date. A 2010-2011 vehicle permit will be required for access to this service. Even if a resident doesn’t use the DPW Recycling Center for trash and recycling, they may purchase a permit to participate in the food waste collection program. Permits are $25 for residents and $5 for seniors (62 years and older) and a vehicle registration with a Florence, Leeds or Northampton address is required. Permits are affixed to the vehicle as part of the registration process.

Jackson Street Paving Project

A portion of Jackson Street is scheduled to receive new pavement within the next two (2) weeks as part of the Safe Routes to School stimulus project and partial funding from the Department of Public Works (DPW). Approximately 2,000 ft of roadway (from the School driveway to Prospect St) will get a two-inch milling and overlay of new pavement with two raised crosswalks installed. Weather permitting, milling is scheduled to begin on June 9th, 2010 (Wednesday), and paving on June 14th, 2010 (Monday). The road will be open to one-way traffic. Please consider using an alternate route if possible to avoid delays during this scheduled work.

The week of May 16, 2010 is National Public Works Week (NPWW). NPWW is a celebration of the tens of thousands of men and women in North America who provide and maintain the infrastructure and services collectively known as public works.

Instituted as a public education campaign by the American Public Works Association in 1960, NPWW calls attention to the importance of public works in community life. The week seeks to enhance the prestige of the professionals who serve the public good every day with quiet dedication.

As part of NPWW, the Department of Public Works will be hosting tours of the Wastewater Treatment Plant located off Hockunum Road (Northampton) and the new Water Treatment Plant located off Haydenville Road (Williamsburg) on May 18 and May 20 at 1:00 p.m. Sign up in advance is required and will be limited to the first thirty (30) citizens who call. Arbor Day Tree Distribution

Street Sweeping Underway

Street sweepers are moving through the Wards in the following order: 1,7,6,5,4,3, then 2 this year. DPW expects to begin sweeping the Wards the week of April 26. The main roads are completed and the schools will be done next week. Street sweeping will take place 24 hours per day, Monday through Friday. It will take longer than usual this year due to overtime cutbacks.

West Farms Road Paving Schedule

Palmer Paving Corporation has submitted the following schedule of operations for West Farms Road paving work:
Monday April 19-no work due to Patriot's Day holiday.
April 20, 21, and 22 crews will be reclaiming the existing pavement and rough grading the resulting gravel material. (Reclaiming involves pulverizing the existing roadway with a large machine. Expect traffic delays and lane closures.)

The week of April 26 to April 30 work will involve fine grading the gravel road base and installing the first layer of pavement. (Expect traffic delays and lane closures.)

Beginning Monday, May 3 crews will be adjusting existing manhole and catch basin structures in the blacktop roadway and installing new curbing. (Expect traffic delays and lane closures.)

This is a tentative schedule and, as always, subject to unforeseen weather delays.

Water Main Flushing

The Water Division will begin its annual systematic water main flushing program on April 19th, 2010. Crews will be going out Monday through Friday from 11:00 P.M. to 6:00 A.M. for the Leeds and downtown area and 3:00 P.M. to 11:00 P.M. for all other areas for approximately 4 weeks. The flushing will begin in the Ward 7 Leeds area and proceed through Florence and Bay State, continuing to downtown Northampton and Ward 3. Water customers may temporarily experience low water pressure or discolored water during this service.

Roundabout:Pedestrian/Bicyclist Detour Route

There will be a detour created for pedestrian and bicycle traffic during Phase 1 of the Route 9 Roundabout construction. For safety reasons, citizens will be directed around the work zone via the rail trail, temporary sidewalks and two temporary crosswalks. Roundabout Construction Project Update

ET&L Corporation, working under contract with MassDOT, has provided the following tentative schedule for the next three weeks for the Roundabout Construction Project:

During the week of March 22-27 construction signs will be installed on all approaches to the project.
The week of March 29-April 3 portable concrete protective barriers will be installed at various locations along Route 9 and Bridge Road. Expect delays and lane closures.
The week of April 5-10 tree clearing will take place.

Roundabout Project Construction Ahead

Construction of the Roundabout Project at the intersection of Bridge Road and North Main Street (Route 9) in Florence is slated to begin this month, weather permitting. MassDOT is overseeing this project and has contracted with ET&L Corporation of Stow, MA to perform the work. Initial construction activity will be the installation of construction work zone signs, survey, tree protection, tree removal, and rerouting of utilities such as gas, cable, telephone, and electric. Paving 2010 - West Farms Rd & Prospect Ave

Preparations for pavement reclaiming on West Farms Road and Prospect Avenue will begin on 3/22/2010. Initially, work includes wetlands protection, catch basin/manhole adjustments, signage, and survey. Reclaiming is scheduled to occur between April 19-22, 2010 beginning on West Farms Rd. Weather permitting, new pavement should be placed during the last week of April. One lane traffic will be allowed during construction. Please be patient since normal traffic patterns may be delayed.

Jackson Street-Safe Routes to School Project

Construction work is beginning (again) on Jackson Street for the Safe Routes to School Project. Work includes new granite curbing, sidewalks, a rail trail connection and two speed tables to promote pedestrian and bicycle safety. MassDOT has an August 2010 deadline for completion. Expect delays due to one-lane traffic during construction.

Anticipated Traffic Disruption on Main St. Florence

Work on an emergency sewer repair under Main St, Florence (Route 9) will begin Wednesday morning, January 27, 2010 and is expected to last 2 to 3 days.

Equipment and materials will be moved to the site in the vicinity of the Friendly's Restaurant on Wednesday with actual excavation work starting Thursday morning at 7 a.m. Parking in that area will be restricted on both sides of Main Street. The contractor will attempt to maintain two way traffic and Police details will be used to aid with traffic flow.

Periodic traffic delays are anticipated and motorists are urged to seek alternate routes both eastbound and westbound on Route 9 around Florence Center.

New Traffic Light - Manhan Rail Trail at King Street

As part of safety for users of the newly constructed Manhan Rail Trail, a new traffic control light was installed near Church Street on King Street for a dedicated pedestrian crossing. This new traffic control signal will be permanently activated late tomorrow morning (Friday-1/22/2010). This signal can only be activated by a pedestrian pushing the button on either side of King Street to cross.

Board of Public Works Meeting

The Board of Public Works is holding its regular public meeting on Wednesday, January 27, 2010, 5:30 p.m. at the Community Room located in the JFK Middle School on Bridge Road. On the Board’s agenda for this meeting is the discussion of a motion whether or not to move the landfill expansion to the next level of local permitting. The public is welcome to attend this meeting and all regularly scheduled Board meetings. Residential Trash Bag Sticker Increase

The Board of Public Works has approved an increase in the residential trash bag sticker from $1 to $2 per full sticker effective February 1, 2010. Until the Department of Public Works receives new bag stickers for this change, current stickers can be used at twice the current required number. This increase is due to the projected closing of the Regional Landfill in mid 2011, ending the subsidy that has been given to the residents who use the residential transfer stations and ensuring that the Solid Waste Enterprise Fund meets all its debt service.

Street Paving List and Schedule

Street paving operations were delayed in the fall of 2009 and the work could not be accomplished this season. Roads scheduled to be paved during the 2010 construction season are Prospect Avenue from Prospect Street to Bridge Road and West Farms Road form Ryan Road to Route 66 (Westhampton Road).

Public Forum on Upper Roberts Meadow Dam

On January 20, 2010 the Board of Public Works is holding a public forum regarding the Upper Roberts Meadow Dam. The forum will be held at the Leeds Elementary School from 7 p.m. to 9 p.m.

This dam is a high hazard dam in poor condition. A high hazard dam could result in a loss of life and serious damage to property if the dam fails. At this time the BPW has voted to remove the dam. A group of residents (Friends of the Upper Reservoir & Chesterfield Road Dam) is trying to raise money to preserve the dam.

The Board is encouraging input from residents interested in saving the dam, those interested in removing the dam and restoring the stream, and residents of Leeds Village located in the projected flood zone if the dam fails. Presentations will be made by the City's engineer (GZA GeoEnvironmental) and by the Friends.

Public Sand Distribution

Treated winter sand (12 parts sand to 1 part treated rocksalt), for use by Northampton residents, will be distributed by the Department of Public Works (DPW) beginning on Monday, December 14, 2009. Containers MUST BE IN PLACE AT CURBSIDE by 7:00 a.m. Distribution by ward, weather permitting, is as follows:

Wards 1 & 3, Monday, December 14, 2009
Wards 2 & 4, Tuesday, December 15, 2009
Wards 5 & 6, Wednesday, December 16, 2009
Ward 7, Thursday, December 17, 2009

In the event of a snow storm, the DPW will try to deliver sand on the following day.
