Burts Pit Road closure



The section of Burts Pit Road between Redford Drive and Rural Lane will be closed on Wednesday, May 1, 2019. The closure is planned between 7:30 AM - 2:00 PM for drainage work associated with with the Burts Pit Road paving project. There will be a detour in place and police details will be scheduled at both ends. Emergency services have been notified.

Construction Planned for the Week of April 29 Weather Permitting

Highway Division Update

  • Last week, Public Works repaired potholes on Front Street, Old Ferry Road, Parsons Street, Summer Street, Williams Street, Bridge Road, Cross Street, 
  • Scanlon Avenue, South Street and repaired the entrance to the Waste Water Treatment Plant. 
  • To report a pothole, please submit a request for Pothole Repair. The largest potholes are filled first to alleviate hazards to vehicles. As hazards arise and are identified, they will be addressed.
  • Grading of the roads in the Northampton Meadows area has begun.  

Elm Street

  • Paving repairs of lower Elm Street between Riverside Drive and Cooley Dickinson’s service entrance is complete. Detours have been removed and the road is now open.

Burts Pit Road Paving Project

  • Palmer Paving is continuing preparations for paving Burts Pit Road from Clement Street to Forest Glen Road. 
  • Drainage improvements are continuing between Clement Street and Florence Road, followed by spot drain repairs along Burts Pit Road east of Florence Road. The section of the roadway between Clement Street and Florence Road is closed to through traffic until at least May 3. Driveways will be accessible during construction. 
  • Pavement reclamation is anticipated to begin on May 13. 
  • The Clement Street Bridge will remain open throughout construction. Through traffic may be limited to one lane during certain phases of the project; expect delays. 

 Damon Road, Bridge Street, Exit 19

  • MassDOT has contracted with Baltazar Contractors, Inc. to construct a roundabout and associated improvements to the Exit 19 interchange at the base of the Coolidge Bridge. The work is scheduled to be completed by June 2021.
  • Preliminary work, which is anticipated to begin this week, includes construction signage installation and survey.
  • Questions about the project should be directed to MassDOT District 2.

Bridge Road at Cooke Avenue

  • The City has contracted with Dagle Electric Corporation to upgrade the traffic signal and controls at the intersection of Bridge Road, Cooke Avenue and Jackson Street.
  • The new signal is operating, and Dagle will be completing site restoration and timing adjustments within the next few weeks.

Chesterfield Road at Kennedy Road - Upper Roberts Meadow Reservoir Dam

  • SumCo Eco-Contracting, LLC has removed the dam and completed the in-water work. Initial restoration of the staging area is complete and final restoration of the staging area and access roads will be completed in the spring of 2019.
  • The project has removed the Upper Roberts Reservoir Dam and restored the Roberts Meadow Brook stream channel to its natural course.

Main Street

  • Innovative Data, on behalf of Toole Design, which is under contract with the City for the redesign of Main Street, will be installing traffic counters and collecting turning movement counts along Main Street over the next few weeks.

Flood Control System Maintenance Project

  • The City has contracted with Northern Tree Service to perform vegetation removal and maintenance work on portions of the flood control system.
  • Work on the bridge on South Street near Earle Street that crosses the Mill River diversion channel includes flood control structures is complete. The area was seeded last week. 
  • Work will be conducted this week on the earthen levees adjacent to Pleasant Street and the Hockanum Road Pumping Station.   

Ellington Road

  • Geeleher Enterprises has begun construction of a new sewer manhole at the end of Ellington Road. No parking signs are posted and construction work began on April 23.
  • The sewer work should be mostly completed on Friday April 26th.  Pavement repairs will occur later after the site has stabilized.  .

Park Hill Road 

  • The Park Hill Road stream crossing has been installed and the roadway opened to traffic.  There is no longer a detour in place. 
  • Site restoration of wetland areas and roadside drain will continue this week.
  • Paving will occur after other site restoration is complete.

2018 Paving & Roadway Improvements

  • The project commenced in August 2018 and includes Pleasant Street, Hampton Avenue, Wright Avenue, Cooke Avenue and Fulton Avenue. The Contractor for this project is Warner Bros., LLC of Sunderland MA. The Contractor will be working on various punch list items and site restoration.

A portion of Prospect Avenue has been temporarily closed for emergency sewer line work. A detour is in place. Work is anticipated to be complete by the end of the day April 23, 2019.

Lower Elm Street Paving

Paving of lower Elm Street between Riverside Drive and Cooley Dickinson’s service entrance will begin on Tuesday, April 23rd at 7:00am. Detours will continue to be in place until the road is reopened to all traffic, which is anticipated to be Friday, April 26th. Additional updates will be posted  here if needed.

Elm Street
  • A section of Elm Street between Riverside Drive and Hospital Road will remain closed this week due to damage to the pavement caused by a recent water main break. The City has engaged Precise Paving Inc. to make repairs to this section of roadway.
Burts Pit Road Paving Project
  • Palmer Paving will continue preparing for paving of Burts Pit Road west of Florence Road to Forest Glen Road including markings and saw cutting driveways. This section of the roadway will be open to two-way traffic. Driveways will be accessible during construction.
  • Ludlow Construction will continue making drainage improvements between Clement Street and Florence Road. Later in the week Ludlow may also be working on spot drain repairs along Burts Pit Road east of Florence Road.
  • The Clement Street Bridge will remain open. Through traffic may be limited to one lane for the construction of drainage at the intersection of Clement Street and Burts Pit Road; expect delays.

  • The City has contracted with Aqua Line Utility to "slipline" two culverts that convey streams under the road, which involves inserting new pipes into the existing culverts to repair them.
  • The project was substantially completed on April 2nd.

Hydrant Flushing


The Northampton Department of Public Works Water Division will begin its annual water main flushing program on April 16, 2019.  Crews will be working Monday – Friday from 3 PM to 11 PM for approximately 4 weeks.  The flushing will begin in the Ward 7 Leeds area and progress through Florence and Bay State, continuing to downtown Northampton and Ward 3.  Water customers may temporarily experience low water pressure or discolored water during this service. 

The flushing program is performed as a recommendation by the Department of Environmental Protection to maintain high quality water standards.  For further information, contact the Northampton Department of Public Works at 413-587-1570.


ELM STREET

ELM STREET UPDATE

On Sunday, April 7, there was a water main break near the intersection of Elm Street and Riverside Drive. The break, in addition to interrupting water service to residents of Elm Street, caused extensive damage to the stormdrain system and undermined the roadway between Riverside Drive and the service entrance to Cooley Dickinson. Water service was restored within 12 hours. Storm drain repairs were complete on April 11.
DPW is working to mobilize a paving contractor to address the damage to the roadway. Elm Street will remain closed to all vehicle traffic until it can be repaired and we anticipate it will be reopened to all traffic by early May.

Construction for the week of April 15 weather permitting

Highway Division Update

  • Last week, Public Works repaired potholes on Spring Street, Elm Street, Franklin Street, Loudville Road, North Loudville Road, Federal Street, Lawn Avenue, and Norfolk Avenue. To report a pothole, please submit a request for Pothole Repair.  The largest potholes are filled first to alleviate hazards to vehicles.
  • As hazards arise and are identified, they will be addressed.
  • Shoulder work has been performed on Hatfield Street before Cooke Avenue.

Burts Pit Road Paving Project

  • For the week of April 15:  Palmer Paving will continue preparing for paving of Burts Pit Road west of Florence Road to Forest Glen Road including markings and saw cutting driveways.  This section of the roadway will be open to two-way traffic.   Driveways will be accessible during construction.
  • Ludlow Construction, as a subcontractor to Palmer Paving, will be installing drainage between Clement Street and Florence Road. The roadway between Clement Street and Florence Road will be closed to through traffic during working hours Monday through Friday; expect delays.  A detour will be in place to direct traffic around the site via Route 66/West Street to Florence Road.  
  • The Clement Street Bridge will remain open.   Through traffic may be limited to one lane for the construction of drainage at the intersection of Clement Street and Burts Pit Road; expect delays.

  • The City has contracted with Aqua Line Utility to "slipline" two culverts that convey streams under the road, which involves inserting new pipes into the existing culverts to repair them.
  • The project was substantially completed on 4/2/2019.

  • Geeleher Enterprises will be mobilizing and beginning construction of a new sewer
  • manhole at the end of Ellington Road.
  • No parking signs will be posted and Construction work will begin on Tuesday or
  • Wednesday, April16 or 17, 2019.
  • The work should be mostly completed within 3 days, and final patching will occur later.

Downtown Paving - Pleasant, Hampton, Wright and Fulton

  • The project commenced in August 2018 and includes Pleasant Street, Hampton Avenue, Wright Avenue, Cooke Avenue and Fulton Avenue. The Contractor for this project is Warner Bros., LLC of Sunderland MA. 
  • This week, Warner Bros will be working on site restoration and various punch list items on Pleasant Street and Hampton Avenue. 
  • Line painting is complete on Pleasant Street, Hampton Avenue, Wright Avenue, and Fulton Avenue. There is still some finish work to be completed. Motorists should expect delays and seek alternate routes if possible. This work is weather dependent.

Elm Street Road Closure

Elm Street is closed to traffic between Nutting Avenue and Riverside Drive due to a significant water main break that occurred on Sunday, April 7.  Water service has been restored to impacted residents, but a portion of the storm drain system was heavily damaged and is in need of repair.  Detours are in place and emergency services have been notified.  We will update residents as more information becomes available.

Elm Street is closed to all traffic between Nutting Avenue and Riverside Drive due to a water main break.  Detours are in place and water service has been interrupted to several homes on Elm Street.  Crews are on site and water service will be restored as quickly as possible.

Park Hill Road


Reconstruction of the culvert on Park Hill Road between Whittier Street and Autumn Drive will begin on April 8. One way traffic will be maintained from April 8 through April 15. Park Hill Road will be entirely closed at the culvert location to all traffic beginning at 7:00AM on Tuesday, April 16 through Friday April 19. A detour will be in effect and mutual aid for emergency services has been arranged with Easthampton. Please visit the DPW's website for more specific project updates.

Burts Pit Road Paving Project

  • The City has contracted with Palmer Paving for pavement reclamation on Burts Pit Road from Clement Street to Forest Glen Road. The project primarily involves paving with some drainage improvements between Florence Road and Clement Street and in the vicinity of Deerfield Drive, Rural Lane, and Woods Road. The overall schedule is from March 25 to August 15. Emergency vehicle access and one-way traffic will be maintained, but there will be several days of road closures between Clement Street and Florence Road between 7am and 2pm. There will be traffic delays. Please seek alternate routes if possible.
  • For the week of April 8: The contractor will be installing erosion and sedimentation controls and delivering drainage pipes and materials to the site. Ground breaking on the project is expected to begin the week of April 15.
